ValEUs Foreign Policy Debates with Civil Society

The ValEUs Project has organised a series of panel discussions with civil society organisations discussing European values and EU foreign policy, engaging a global audience (live stream) and local participants in the US, Poland, Mexico, Morocco and Ukraine. NGO’s, social movements, citizen organisations and activists are invited to share their thoughts about climate change, democracy, trade agreements, colonialism, and conflict. In these debates, contestations and ambivalences of European foreign policy are exposed, allowing for the exploration of new avenues to counteract these contestations and ambivalences.

Revisit the live-streamed ValEUs Civil Society Debate: “EU Foreign Policy, Democratic Resilience, and Citizen Participation in Wartime Ukraine”, hosted by the Kyiv School of Economics (KSE) on 13 May 2026. The recording is now available as part of our Civil Society Debates series.

This ValEUs Civil Society Debate explored the evolving relationship between EU values and their practical application within Ukraine’s wartime environment. Bringing together scholars, civil society representatives, and reform experts, the discussion examined the challenges of maintaining democratic resilience under the conditions of martial law and reflected on the role of civic participation in shaping both Ukraine’s development and the European Union’s engagement with the country.

The debate opened with insights from the recently concluded Horizon Europe project “Reconfiguring EU Democracy Support (REDEMOS)”. Ivan Gomza and Maryna Rabinovych discussed the contestation of ‘European’ values and EU Foreign Policy in Ukraine, including the tensions many Ukrainians perceive between EU declarations and their practical implementation.

The panel discussion then turned to the practical dimensions of democratic resilience in wartime. Participants reflected on how core democratic values can be upheld when formal institutions operate under extraordinary pressures, and how civil society actors contribute to safeguarding democratic governance. The discussion also highlighted the policy influence of civic participation on EU strategic decisions towards Ukraine, emphasizing a process of mutual transformation in which Ukrainian grassroots activism not only strengthens support for Ukraine but also encourages the European Union to reassess and refine its own foundational values.

About the Event

In its most recent Cultural Compass, the EU argues that the value of culture should be recognised as a key strategic pillar of EU external action. This is based on a firm belief that culture will help the EU to protect and promote diversity, strengthen its global role, and deliver tangible benefits for societies worldwide. Yet this belief in the value of culture for international relations has become increasingly challenged. How to strategically invest in culture in a global context marked by ongoing conflict, geopolitical power play, and ‘new’ imperialism?

During this round table we will provide a brief historical overview of the EU’s engagement in international cultural relations and engage with a diverse group of speakers in a round table to discuss the challenges the EU faces today, its key dilemmas, and where its greatest potential lies. How do these different actors see Europe’s role — and what needs to change for culture to truly contribute to a more just and peaceful world?

Acuerdo Global/TLCUEM: ¿dónde están los derechos humanos?

El 12 de febrero de 2026, la Universidad de Guadalajara fue sede de un evento organizado en el marco de los Debates de la Sociedad Civil del Proyecto ValEUs, titulado “Acuerdo Global/TLCUEM: ¿dónde están los derechos humanos?”.

Este espacio formó parte del Seminario Internacional “Entre los Pueblos”, una iniciativa académica compuesta por cuatro sesiones que busca generar un diálogo crítico y plural en torno a los desafíos contemporáneos de la relación entre la Unión Europea y México. En esta segunda sesión, el debate se centró en el lugar que ocupan —o deberían ocupar— los derechos humanos dentro del Acuerdo Global modernizado (TLCUEM), poniendo en conversación perspectivas académicas, sociales e institucionales.

A través de este encuentro, se promovió un análisis profundo sobre el impacto de los acuerdos comerciales en la protección de derechos fundamentales, así como el papel de la sociedad civil en la vigilancia y fortalecimiento de estos compromisos.

Global Agreement/TLCUEM: Where Are Human Rights?

On February 12, 2026, the Universidad de Guadalajara hosted another session of the Civil Society Debates of the ValEUs Project, titled “Global Agreement/TLCUEM: Where Are Human Rights?”

This event was part of the International Seminar “Among the People”, an academic initiative composed of four sessions aimed at fostering critical and plural dialogue on the contemporary challenges shaping EU–Mexico relations. As the second session of the series, the discussion focused on the role — and potential gaps — of human rights within the modernized Global Agreement (TLCUEM), bringing together academic, civil society, and institutional perspectives.

Through this exchange, participants engaged in a thoughtful analysis of how trade agreements intersect with the protection of fundamental rights, while also reflecting on the crucial role of civil society in monitoring and strengthening these commitments.

About the Event

In Central and Eastern Europe, democratic institutions are increasingly challenged by declining public trust, shrinking civic space, and political polarization. This roundtable will explore how democratic innovations—such as citizens’ assemblies, participatory mechanisms, and social innovations—can contribute to rebuilding civic trust and strengthening democratic resilience. The discussion will address three key dimensions of democratic renewal: the empowerment of civil society and local communities, the diffusion of deliberative tools such as citizens’ assemblies in addressing complex issues including climate policy, and the engagement of youth and grassroots activists in defending democratic values. It will also consider the role of public institutions and social innovators in promoting inclusive participation and co-decision-making processes. Bringing together NGO practitioners and experts from across the region, the debate aims to highlight practical pathways for strengthening democracy in times of value contestation and democratic backsliding.
